As of now, North Carolina still requires a Concealed Handgun Permit to legally carry a concealed handgun.
There have been proposals in the legislature to allow permitless carry, which would let eligible adults carry without a permit- but this is not law at the time.
Legislation has been introduced and debated , but no final law change has been made yet.
